Outsourcing teachers

Heh. Here's one way to get classroom size down to one teacher for every 5 students.

You can also cut median class size by offering classroom choice.

Suppose you have three classes, each with 10 kids, but one teacher is much better than the rest.
Now let parents send nearly all kids to the good teacher, so that she has 28 kids, and the other
two teachers each have one. Median class size drops from 10 to 1. Mean class size is unchanged.
More parents and kids get good education for their money.

It has not escaped my notice that this argument generalizes.
